Live handle for one mod's configuration, backed by config/<modid>.json.

Obtained once via ConfigBuilder.build(). Values are read through the ConfigValue instances returned by the builder; this handle adds lifecycle operations: save(), reload(), resetAll() and category introspection for the config screen.
